Tiedown was born on the river. His parents were killed in the corporate takeover of his town. He was found by River Rat and was soon taught the ways of the river. Tiedown found out that he had a knack for the river. When River Rat joined the Joe team, Tiedown was in tow. During heated conflicts, when River Rat was busy manning one of the guns, Tiedown could be found behind the wheel piloting the boat. He is an expert in contraband weapons and an expert fisherman.
