The Perennis Shocktroop Division is comprised of approximately 750 footsoldiers, rumored to be under the command of Seige. The Perennis soldiers are durable troops who wear thick, durable, armor and are armed with high-yield weapons (the pictured weapons are only two of the potent weapons in Perennis armories). The purpose of Cobra was to make durable soldiers who could survive any terrain and at the same time could give beatings to any force which opposed them.

All Perennis Shocktroops are trained for ten years in the Degana Sector of Cobra, a land area of 100 square miles completely covered with city ruins. Here, the trainees hone their survival skills and master their weapons before being tested in the North Pole, Ecuador, and the deep sea prior to their insertion in the field.

Perennis Shocktroops have only been engaged in combat twice. The first engagement was a small skirmish with AmeriCORPS scouts on the border in 2197, which resulted in no casualties. The second encounter occured only three days afterwards in a massive, all-scale battle with numerous companies of AmeriCORPS soldiers. The Perennis Shocktroops were able to hold back the AmeriCORPS assault and actually gain some ground despite being in a defensive position before Stormtroopers came to assist in battle. Projected hits before the assistance arrived is estimated to be at least 125, when Perennis casualties numbered only 24.

Although the Perennis Shocktroops have never fully engaged in full-scale warfare by themselves, their potency is not in doubt, since AmeriCORPS commanders have seemingly purposely evaded the location of Perennis Shocktroops on the border. The Perennis Shocktroops are mainly positioned on the Cobra-AmeriCORPS border, and none have engaged GI Joe revolutionaries, but due to their potential threat if left alone, that all may change in a short time...
