The purpose was to create a line of super troopers, using the legendary Dr. Mindbender's genetic altering methods. It was a failure, as only two soldiers were able to be enhanced before the project was shut down. Monarch is one of those soldiers.

He has been genetically engineered to remain in peak physical condition and fighting ability, making him one of cobra'a most deadly troops. However, some side effects from the project still llinger, such as a slower aging process, and has been known to black out and remain that way for weeks at a time. he name alone strikes fear into those who oppose Cobra.
