It's not Palitoy's Action Force. Looks to be some version of Remco's 80's Sgt. Rock series.

I saw a black one these a while back on ebay. I'm fairly certain it is 1/18th scale.

It's old 3 3/4" scale. Remco used the "jeep" for Sgt. Rock and the Bad Guys (that's the black one, saw that one on Ebay, too)
