As hokey as that sounds, i could totally see Hama coming up with it and having Mindbender do it as an extension of the Serpentor project.
Personally, I loved the Stormshadow/Snake Eyes rivalry, but hated the over ninjafication of the Joe property that followed Stormy's change in allegiance. Most of the Joes that comprised Ninja Force in the 90s simply don't exist in my Joeverse. Stormshadow still works for Cobra Commander. Snake Eyes and Scarlett are just commando-types with extensive martial arts training. Jinx and Kamakura are Joes in training who happen to be focusing on hand-to-hand combat and commando skills.
I never really cared about Slice and Dice, either, but I really dig both of the Club's renditions, so I'm working them into my 'verse. Cobra Commander knows Stormshadow is only bound to him by a debt of honor, which is based on a lie. He figures eventually Stormshadow will figure that out and turn on him. So Slice and Dice are his insurance/failsafe plan. He contracted the Red Ninjas' best and the Night Creepers' best fighters to pose as Stormy's special strike team, training with Stormy and getting to know his every move. At the first sign of trouble, they're supposed to take him out. In the meantime, they're pretty useful at keeping Snake Eyes occupied and on the defensive when he enters a battle.
