This one is easy. Destro.

They tried to update the 1982 and actually made a worse figure. There's the pin head (actually smaller than most unhelmeted characters' heads), the shoulder armor that restricts some poses, the wide torso that looks more fat than muscle, the fanny pack, the asymmetrical necklace thing, no wrist rockets, and generic gloves.

Any other figure listed there are redeemable to some degree, even if they never got the repaint to prove it. They've released 1992 Destro in probably the best possible colors (2001) and it still mostly stinks. They even changed the head for a comic pack, and it was still not much better.

Destro. I like his launcher, but the collar and wide shoulders limit the arm poses, which are usually limited enough anyway

Looking over the list, it was a weak year for Cobras in general.

Those freakshow Eels were a contender, but the winner on this one -- BY FAR -- had to be -- DESTRO!

Ye gods, this thing was like a cartoonish version of the original, and not even a very good cartoon. They reduced him in size to the same height as everyone else, when the two previous Destro's had been distinctly taller, they gave him a new headsculpt with visible eyes, a rather horrible headsculpt at that, didn't even bother to chrome-plate it, and his costume was a preposterous exaggeration of the original, especially that ludicrous collar that looked like he could have stuffed a parachute in there.

This was just a bad figure across the board. Didn't help that it's turned up several times since, either...

Firefly gets my vote. The colors are terrible, the design doesn't really work for me, and he has zero saboteur-related accessories.

Destro's torso is too big, but the design is pretty good. The Eel design is odd, and the figure definitely didn't need the heavy dose of yellow, but I can live with it and believe that the mold would be much more acceptable in better colors.
