I think someone said they were closer to M.A.S.K. scale than Joe scale.

They're even smaller. I got the Bumblebee one from Wal-Mart a week ago. I was "liked it so much" I haven't opened it. I held figures up next to the box to see, and the closest I was able to match the figures to is closer to some other less popular figures I have. I forget the 2 toy's names, but one is the line from the 80's that was based around "tech" and had an alarm clock that turned into a tank as well as other stuff. The other one was an early 90's toy that was a Road Warriors type of thing that had "junk stuff" that connected together to make vehicles. I'm at work, so I don't have either toy in front of me to say the name. But yeah, these figures are tiny.

The tech alarm clock toys are called computer warriors. They were really cool. I had a bunch of them especially the pepsi can than changed into the plane.

Yeah that's the one line. I can't ever remember the name. But yeah it's that scale. Or like Phil said, Dino Riders. Smaller than MASK.

The Human alliance Sam figure is approximately 63 mm's tall to the top of its head.

In comparison:
MASK figures are 3'' (75mm's) tall
Starcom figures are 55mm's tall
Minimates are the same size as Starcom although the head dimensions throw one off.
