Yes, yes he is! I have most of them and I like them, even though because of them a lot of really cool molds have been lost forever.

actually, Im curious of the mold story myself? Was that the company that lost the figure molds?

as for the figures, I thought they were pretty cool. (although some of the facial expressions are a bit... off...)

The Bombers sets are actually fantastic. The plastic is just a slightly lower quality than what we got with normal joes. Thing is these guys didn't sell well at the time and a lot of people I know that have these sets picked them up at a clearance price back in the day.

Sold them, not handed them. And it was something they did in 1996, when the Joe line was dead and no thought was given to it ever coming back. Also, the molds were of lesser-known vehicle drivers, not like they sold of Snake-Eyes V2 or anything. Lastly, a large percentage of Hasbro's staff at the time were actually Kenner employees, who either didn't care about G.I.Joe or were outright hostile to the brand for it's decade-plus run of killing any line Kenner got off the ground.

There was talk back in the pre-GvC days that Hasbro had actually retrieved those molds from Omec, but none were ever used in the repaint-heavy era of 2002-2006. So maybe that's what JoeCzar was saying? That despite rumors that Hasbro had gotten them back, they actually were lost?

Even in hindsight, it was a smart move, and netted Hasbro/Kenner some cash. Always a good thing. The only mold I regret not seeing repainted in the last Joe era is Darklon. Skidmark, Track-viper, Motor-Viper? Not really losing sleep over those guys.

Duke, Falcon, Flint, and Beachhead have all been re-used recently, so yes their molds are still around. Ripcord we do not know. The Collectors Club and Hasbro are the only ones with the list of what molds are still around and in usable condition. We can only speculate on what is still around and what is not.
