If they are 1 per case, then the case it is in, is the shipping carton.
Most, if not all, shipping cartons are marked with the box count for that specific shipment. It just means that there were only 7,000 cartons shipped against that specific purchase order, on that specific container.
We deal with overseas shipments at work every day, and this is the way all of our boxes are marked. It's to let the receiver know how many boxes are on that shipment. They may only be able to fit 7,000 units in a shipping container, hence all of the boxes, in any given shipment, would all read box XXXX of 7,000.
Generally all of the information on the outside of a shipping carton, is for the receiver's reference, not the shipper's (factory), to help facilitate the receipt of product in to their warehouse(s). The information is usually specified by the receiver, and the factory just prints it on the box for them, appropriately.
It is possible that only 7,000 of them were made, but there could also very well have been multiple shipments of 7,000 pcs each, as would be the norm for large overseas shipments.
