Does a Strato Viper pilot that lil drone thing that rides the back of it?

On anther note why didn't Hasbro release army builder drivers on single cards back in the day?

They did do the mail ins for a long time. Lampreys motor vipers stratos and a few others could be bought cheap and usually in groups.

Including the drone, there are three spots for figures on the Night Raven. In my collection I have a Strato-Viper to fill each spot. I have 3 Ravens and 9 Stratos.

If a kid wanted a driver figure, they had to purchase the more expensive vehicle that went with him. Want Sgt Slaughter (and hadn't mailed away for him)? - buy the Triple T. It's more economics than anything, I would assume.

Sure back in the day you could have sold several Hiss Drivers if they were single carded, but you could have made more money by selling them with a vehicle (you wouldn't even have to sell as many of the figure). Plus the vehicle helped sell the figure just as much as the figure helped sell the vehicle.

That's precisely it. If someone was just into figures, they never would've needed to have bought a vehicle, and Hasbro didn't want THAT to happen. As stated, some vehicle drivers were offered later through mail order. But I think the reason vehicle drivers were never carded was two-fold. The figure in the vehicle box was a little bonus to buy the vehicle, and it was also the ONLY way to get the figure. So it was a two-fold approach to sell the more expensive items.
