For shells, there are this "grow in water" toys that I found cheap that have a plastic shell that's exactly the right size.

From the 2012 series, the Mikey figures are smaller than the others, usually, and the Mystic Ninja Mikey especially seems like a good size.

Heads... this is where I'm stuck on mine, too. No clue.

Defiantly one of the more challenging projects I have done. You would think it would be easy to peice together various parts from different lines but the classic turtles head is most dufficult. And I would like I get the 4 main turtles done before side characters . I’m pretty excited about building bee boo and rocksteady though . Oh well like any project , got to start with a plan . I like the challenge to .

Yeah, if you're okay with the animated look there are significantly more options.

Here's some of the other characters I've done:

Buy up MK Goros, if you haven't already, for the feet and arms.

Look for the TMNT puzzle erasers. They are 3 inches tall though.

I could swear the one I got was sold under the hallmark name, it was unboxed hung off a tag. I got it on clearance for cheap. searching on ebay there seems to be several brands/sizes of tmnt ornaments. if you can find a deal on multiple of the same one, you can always swap characters like I did.
