Neal uses a time machine for shipping, and a flat fee. He also stocks Games Workshop paints, but doesn't have them on his shopping cart (Thanks to their wonderful propriety arrangements). Shop GW's site and take whatever colors you want to Neal.
BTW the Vallejo Game color line is a better copy of the same palette used by GW.
And everything is discounted 20%.

I've yet to cross the line into the high-end acrylics aimed at hobbyists/model builders.

Instead, I stick with the $.95 bottles of acrylic paints brands (like FolkArt, Americana, Apple Barrel) found in stores like Michael's or other more "craftsy" stores. I dislike spending money at Wal-mart, but they also carry these paints. I've racked up so many tubes of these kinds that it would feel wasteful for me to switch to an entirely different variety. Plus, I'm used to working with them.

The best flesh tone I've found is FolkArt's "peach perfection". Adding white for pale flesh tones works well, as does adding brown for darker flesh tones.

If you're bound and determined to mix your own flesh tone from scratch using primary colors, try a ratio like this:

white:yellow:green:red 10:3:2:2

Or, if you're working with colors you've already got but can't make a flesh tone that looks right, try adding a very, very small amount of either green or blue.

Good luck!

Here I agree with past nastification; craft acrylics can work just as well as higher-end paints and are more cost-effective, and if you have trouble finding the paints locally, try the online source:

http://www.plaidcraftexpress.com/depts/id-4.html

They carry colors that often can't be found locally anymore as well in Apple Barrel and Folk Art brands.

I'm also very partial to Delta Ceramcote's Dark Flesh and Fleshtone colors; Dark Flesh I've used alone but it's also a good mix with Apple Barrel's fleshtone and near fleshtone paints. At times you'll find adding other colors (reds, yellows and one I use a lot, Apple Barrel Mango) will help give your fleshtone distinctive coloration.
