The figure is Stoat.

Remco's The Bad Guys line included several static figures, three of which were included with The Big Bad Chopper as its "ground support" crew.

They were unnamed, so I picked an animal-themed name to stay with Remco's approach. Stoat is the first of the three ground support crew.

The group shot includes the other wave 2 figures of this project so far.

----------

The artwork is Tracker (Every Joe #202).

One of 1991 characters that has drifted into obscurity, this is Tracker. When Hasbro finally decided to release a SEAL wearing a land-based uniformed, they ruined it with horrible colors. Sadly, those colors define the character's look, so I was stuck with them.

But I did ignore the Cyclop's visor.

Thanks!

I intentionally tried to make this a low POA figure as a nod to the static figures, but this only lacks knee articulation.

Glad you like the art, too.

Thanks!

Well, I can half-deliver on your request. I drew this artwork as Tracker, but actually first showed it as a flip-and-recolor at Action Man. Action Man came in a TRU 6 pack around 2003?-ish, using the Tracker mold recolored.
