Few remember that when the MEDUSA threat seemed to vanish, and the many heroes of the EXCAL organization disbanded (partly for the lack of a common foe, partly to avoid legal troubles when the organization was sanctioned post war), that the group carried on with its original purpose of science and preservation of the human race.
As magic and dark arts had become known things in the post war/post portal era (see e.g. Merlin, Dr. Doom) it was not uncommon for fields of traditional science to introduce new creative approaches to each craft. At some point in time, those with mutations which made magic a viable practice helped create a blurred line between the otherwise mutually exclusive fields of magic and science.
Ororo Munroe was one such magic sensitive mutant, who used her latent skills, combined with her pre-awakening scientific training, to become a Master Alchemist. Using her knowledge, skill, a mastery of the dark arts, and tools which run from cutting edge technology (lasers in all their various forms) to archaic (black powder) and even to failed technology from history (Tesla's work comes to mind), she eventually developed the ability to not just predict how weather conditions would affect humanity, but also how to influence those condition at the macro level, in order to avoid drought, diminish deadly storms, affect climate change and so on. Eventually her mastery became such that she could directly influence
and control weather conditions at the micro level as well, with the ability to manipulate them as weapons or defense at a moment's notice.
Eventually she too left EXCAL, before they could learn the full extent of the powers she had mastered. Realizing that her secret would be learned, and fearing for her own freedom, she sought refuge in a nation-state which had seen much conflict in the heyday of the MEDUSA War - Wakanda - and which had only recently been reclaimed by it's rightful owner...a man she used to know when he was himself an EXCAL Paladin...
Today she is known simply as Storm. She understands all too well the destructive power she can control, and goes to great lengths to not wield it. At the same time, she fears for the world if those same powers can be learned and controlled by anyone else, and has made it her personal mission to take down any fledgling weather control projects underway privately or even under the control of any government, as warranted.
