Here are the figures touched up. I painted the neck back on the SWAT figure. And gave the cops undershirts.

I'm going to guess plasticard, which is amazing, since I know how hard it is to make those little handles, :)

We usually take styrene for the blades and wrap the handle in green stuff, makes it a bit harder and gives the option of puting extra detail in.

Now, please post a pic of those cops in package, I really need to look for those. I have a chap mei cop car that needs a couple donut jockeys to drive it around, :)

Dude, you are amazing, I never thought to use Shipwreck as a cop but seeing your work it's so obvious. Fantastic! And that sword is un believably cool!

The undershirts on the Cops makes a world of difference. Not sure about Namor's facial skin tone compared to the paler body but he'll work for background filler.

Teh sword looks good. The only thing I would do differently is to cut it down to the skull and just two tabs that connect it to a sword. I'm guessing from teh image that the skull is supposed to be suspended in the air. The way you have it, it appears like a glass plate connected to the sword rather then a floating piece. Cutting away most of that stuff and leaving only the nearly invisible connectors will help. Maybe even using clear packaging plastic instead would make it even less visible.
