Is "black wash" pretty thin paint?

Its hard to see in the photos but there is a fine texture applied to the snake head, snake on the rails of the throne and such....really only reason i haven't tried to totally detail it more...

Yah, a very watered down black paint. Citadel, the WarHammer 40,000 company, makes a black wash but you can make your own simply by filling up a jar with a 1-to-10 paint-to-water mix. You'll want to have a towel handy to soak up excess runoff, but as thw black seeps into the cracks and concentrates there, it makes the underlying color look all grimy and 'used'. Good wash control is how some of the others make their figs and stuff look so damned nice, the bastids.

And yeah, them details you mention on the snake are exactly why I recommend repainting it gray with the blackwash, to make the details 'pop'.

Oh yeah, that do-it-yourself wash recipe only works for watercolor paints. Don't try mixing water into oil-based paints as you'll get crap. For more on how well washing works to make a fig look bad-ass, see the MGS Snake custom right below yours, bro.
