As a teacher on Summer Vacation, I decided to take a look at my GI Joe Collection and I was bit by the writing bug.

I thought the coolest concept out of GI Joe: America's Elite was the concept of the PLAGUE (a real COBRA equivalent to the GI Joe Team). I am an LBC (lazy customizer) and have used the movie-era COBRA Troopers of various stripes in black (IE https://www.yojoe.com/action/09/neoviper9.shtml) as base bodies, which surprisingly works well for a uniform look similar to the comics. I have since expanded the team by fleshing out 15 more members!

I am working on writing expanded file cards for each and wanted to share what I have for critique. For now, I only have the first five (Guillotine, Gallows, Grimskull, Interrogator, and Munitia)

Known History: A former US Navy SEAL, the subject grew distant from his brethren because they weren’t ruthless enough. His official discharge mentions the phrase “frequent violation of ROE which compromised the safety and integrity of the unit” on several occasions. He joined COBRA and quickly became an EEL. The subject rose through the ranks because of his lack of scruples. Focuses on unit cohesion rather than morale. His skill was enough that he was the first recruit to the PLAGUE program. Even in the expanded PLAGUE roster, he has retained the position of field leader. It seems that the subject has impressed the COBRA Operative Krake, who has recently been given full reign of the unit. The subject doesn’t say much and when he does speak it is for a purpose. Hates gimmicks or frivolity, which has led to conflict with roughly half of the leadership in the COBRA organization. He is known to have survived in one on one combat with Snake Eyes.
Remarks: “I’ve fought against the toughest COBRA has offered, Guillotine is different. He very easily could have been one of us. Some say he was on our radar before he abruptly lost his commission. 10 months later he began to appear in photos of COBRA forces, first as an EEL, then a Moray (The EEL equivalent of our UDT), and lastly in command of EEL forces. Under his tutelage these already tough opponents became truly nasty, committing atrocities I didn’t even think COBRA could condone. It figures COBRA Commander would have chosen him to lead a group whose express purpose is to incite violence and kill members of my own team. Known History: By far the oldest member of the PLAGUE. Possibly one of the earliest COBRA recruits. Some speculate that he was the first COBRA recruit. Statements and references suggest that he was active during the 1970s and 1980s in the intelligence community, some are so bold as to insinuate he was once a member of the Adventure Team. What is known is that his helmet has built-in voice modulation and the reflective face piece utilizes LED technology to hypnotize his subjects. We surmise that his helmet also employs sensors that monitor his subjects' vitals as well as record responses with immediate playback to monitor micro-expressions. Though he prefers not to resort to violent measures like his fellow COBRA interrogators, The Paine Brothers. He is not above inflicting pain to achieve the desired result. In the past few years, the subject has been known to employ chemical means. Internal COBRA memos suggest that the subject has COBRA Commander’s confidence, a feat few achieve. Field reports indicate he is operating in an advisory role to COBRA operative Krake, who has recently taken command of the unit.
Remarks: “COBRA operatives all attempt to scare you with a goofy costume, depraved behavior, and gimmicky code names, not Interrogator, he is exactly what his name suggests. Known History: Field reports indicate the subject enjoys maiming his targets. His sadism has proven to be a weakness at times. Training with Guillotine has reduced the negative impact on his team. Uses tracer rounds chemically formulated to his visor. Gallows has an unerring accuracy that borders superhuman. Internally leaked documents from the COBRA Organization indicate this is partially due to his immense strength given his more average frame. COBRA Operative Skullbuster is quoted as saying he is “like a natural steady-cam”. Fellow team member Interrogator in his report to new field commander Krake comments “Gallows is extremely effective, but not mission-focused. He has a personal agenda of generating the highest casualty count possible and oft requires a tight leash” We do not know much about Gallows life before his service to COBRA. Like his teammates, he showed a great aptitude at his given MOS before being flagged for the PLAGUE. He holds the distinction of being one of the “Original Three” horsemen which proved the PLAGUE concept.
Remarks: “At first we thought Gallows was another in the line of the combat androids that COBRA is known for. He sported a rotary barreled machine gun and shifted fields of fire with ease. While a guy like Rock n’ Roll or Roadblock could also do that, what makes him different is his eerie accuracy. I was a member of a rapid intervention team that was called in after Gallows sprung a trap on an unsuspecting Steel Brigade fire team. He drew out three more Steel Brigade Troopers after hitting the first soldier directly in the knee from a distance of at least 850 meters. It took air support from a drone to get him to bug out. Known History: The operative is known as Grimskull and has a Master's degree from the University of Cairo in Biochemistry. Prior to his mercenary work, he served as an officer in the Egyptian Army while simultaneously studying as a doctoral student. However, he was removed from his medical program for ethical concerns. After his removal and subsequent discharge from the Eygptian Army, he fell off the radar for six months before appearing in surveillance photos at a COBRA training facility in Sudan. His experience and history slotted him directly into te the Desert Viper Corps. Excelling in that position qualified him for Sand Viper School (The COBRA Equivalent to desert scouts). His selection as one of the “Original Three” horsemen for the PLAGUE program came after his scout team was assigned to infiltrate and retrieve live samples from a Biotech research lab in the deserts of Central Africa. The mission went sideways quickly but Grimskull used materials at the lab to expose himself and mutate his teammates. This allowed the team to pursue the research into the dunes and complete their mission but his team soon succumbed to the chemical exposure. COBRA Commander was so impressed by this that Grimskull was immediately transferred to the Unit. Since his transfer, he has worked alongside Dr. Venom and Dr. Mindbender as a fellow in the Cobra Science Division regarding mutation and CBRN weaponry.
Remarks: “Grimskull would have very easily become a doctor and could have made a real difference in his home country. However, he is known to self-identify as a sadist and it is painfully apparent to those he has served with (Should any remain alive). Rumors swirl within the COBRA organization that Grimskull has an explosive device implanted in him that only COBRA Commander, Guillotine, and the newly appointed leader of the PLAGUE, Krake, have access to. Known History: By all accounts, Munitia is one of the youngest PLAGUE members and COBRA Operators. Those around her immediately note her cold and unemotional nature. This also means she has an unplaceable accent but speaks multiple languages. Though not quite into her thirties, Munitia has spent over fifteen years with the COBRA Organization. Internal reports suggest that she was drafted from a small Balkan village where, as a teen, she already had experience driving and maintaining armored vehicles. She started a Blue Shirt and was quickly transferred to the HISS Corps. Her time with the COBRA Armored Division was brief, however, as COBRA contractor Firefly quickly identified her even temper and ferocity in combat. He took her under his tutelage as part of his H.I.S.S. (Hierarchy of Infiltration, Stealth, and Sabotage) initiative (considered an early predecessor to the PLAGUE concept) with fellow new recruit Blackout. Though the three still work closely together, Munitia created a niche for herself tracking down AWOL COBRA operatives as an in-house bounty hunter. This role was previously and exclusively held by Major Bludd and his Skull Squad causing the two to develop a strong rivalry. As the PLAGUE was fleshed out Muntia and Blackout were added to the roster together.
Remarks: “Munitia seems to be the PLAGUE’s swiss army knife. She has expertise in armored vehicle operation, maintenance, and electrical systems repair as well as top-notch skills as a special forces operator. In the few times we have had her in custody she is extremely flat and cold, a VERY hard read. Her role as a bounty hunter within the COBRA organization means she doesn’t have too many friends at work, yet they take great risks to free her. Known History: Thomas Stall is one of three siblings in a multi-generational military family. As the oldest son, he felt immense pressure to succeed but unlike his younger siblings, he worked hard to be average. What he lacked in natural talent he made up for in focus, patience, and a desire for accuracy. This intensity appeared early in life, both Stall siblings report Thomas not wanting to play with other children in the neighborhood, preferring to go off alone and take shots at wildlife with his BB gun. After a brief and relatively unremarkable military career, he eventually would be given a shot to join the G.I. Joe team as an expert in longe range marksmanship. However, his final test ended in disaster after Stall made questionable decisions under fire. His subsequent court-martial pushed him over the edge. He became ideal COBRA recruitment fodder, taking the code name Black Out.
Black Out’s expertise with long-range sniper rifles is the result of his obsession with accuracy. Black Out has no natural passion for stalking or shooting, rather, persistence and practice have resulted in a high level of accuracy never sparked by any flashes of brilliance. He mistakenly believes that playing all the notes correctly and at the right time is what makes a song. A cold and methodical loner, his psychological records remain sealed to this day. His hard-earned skill and cold demeanor caught the eye of COBRA contractor Firefly, who took Black Out under his tutelage as part of his H.I.S.S. (Hierarchy of Infiltration, Stealth, and Sabotage) initiative (considered an early predecessor to the PLAGUE concept) with fellow new recruit Munitia. Thomas has always been competing with himself to hit smaller targets from further away. Known History: Vector was a long-time Lazer Viper prior to his inclusion in the PLAGUE. It is suspected that he helped pioneer the Data Viper Cadre within the COBRA Armed Forces. It is heavily speculated but not confirmed that Vector has some accreditation in electrical engineering as well as physics, though work in this field is highly regulated. Some of our best minds have analyzed the footage of Vector in combat and Vector’s capabilities aren’t totally out of left-field. He wields a dual man-portable laser designation/energy weapon but what makes this impressive and mind-boggling is the power source he uses to make these weapons work. He doesn’t seem to be connected by wires or hauling heavy batteries around the battlefield. Some even wonder if he has access to some alien technology. Vector uses his designator to call in devastating fire support, this often takes the form of fire support from medium-sized drones. Some believe that Vector has developed and programmed these drones to circle the area of engagement and he simply calls upon them by using his designator. This is a shuttering development in military technology. Most countries have taken the position that a human should be the one controlling fire but Vector does seem to possess its own AI. This is somewhat unsurprising given that COBRA employs combat androids. Vector’s name appears in documents seized from M.A.R.S. Industries. It seems that Destro and M.A.R.S. have, on multiple occasions, tried to obtain Vector’s power sources. Vector is said to have slit the throat of the last Iron Grenadier spy who attempted to steal his weapon.
Remarks: “Vector is a competent forward air controller on top of his technical abilities to wield an energy weapon in combat. His personal Lazer Designator/Energy Weapon never leaves his grip. We have analyzed footage and used satellites to monitor his area of activity. We know the wavelengths of the lasers he uses. While I can recreate it all with my lab equipment, I could not at this time, make it man-portable. Obtaining Vector’s kit should be one of our highest priorities. Known History: Velocity is in a small pantheon of truly gifted pilots to take flight for COBRA. Internal document list Velocity with names like Star Viper, Raven, and Wild Weasel. At the time of the formation of the PLAGUE, Velocity was serving as Flight Wing Leader of the First Firebat Squadron stationed on COBRA Island. Upon being designated for the unit Velocity cross-trained as a Raptor-Viper and Para-Viper to ensure he was not a totally liability on the ground. Unlike most of his teammates, reports indicate Velocity is jocular and upbeat, making him well-liked amongst most of his compatriots. It seems his field commander, Guillotine, is not impressed by this and has been noted as being harder on him. It should be noted that his continued presence on the team must be due to his ability to carry out orders to the tee. Several Joe pilots have gone toe to toe with Velocity and have noted that even when he bests them he’ll playfully gesture to them as they parachute away. On the battlefield, Velocity uses a fairly advanced jet pack to provide close air support no matter where the unit finds itself. This ability to make the battlefield deadly in three dimensions is what makes squaring off against the PLAGUE so deadly.
Remarks: “Velocity, like most fighter pilots, has an unusually large ego. It is hard to think of someone so deadly being so jovial. He really seems to enjoy his work. But taking Velocity out of the sky creates a bigger problem, the rest of his unit(except may his squad leader) would fight tooth and nail to get him back.
