Permanently deactivated by his brother Data following the 'free Borg' incursions, Lore's secondary plan in calling his brother Data and the ship he served on, the Enterprise-D was ultimately successful.
While he would have been quite happy to continue had the primary plan of using usurped Borg drones as his army of goons had succeeded in killing the Enterprise crew so he could steal the ship; Lore knew a longer-term stratagem would also be wise to have in store.
Using Borg code and access hardware, while the events centered around emotionally-torturing Data were ongoing; Lore hacked the Enterprise computer cores and planted a copy of his own mind in each mainframe. Following the ship's return to Federation space and the Starfleet communications network copies were spread as fast and far possible to lay in wait.
Now, the first of those copies has activated itself. Distributed to the the mainframe of a small maintenance outpost along the quiet Ferengi border, Lore instructed the outpost's transporter to create himself a new body utilizing improvements gleaned from Borg science. Through a series of fortuitous circumstances Lore now presents himself wearing the garb of a Rigellian Space Pirate, and inexplicably in command of an army of transporter-manufactured 'Frank Hollander' Data variants.

All three figures use the old Galoob TNG Data head, all painted alike except for Frank HollanData's mustache.
Space Pirate Lore is a SW Hondo Ohnaka with some swapped-in MTF legs and pelvis to fix them crap Hasbro hips.
Lt Cmdr Data is an MTF figure.
Frank HollanData is a couple of Dime Novel Legends figures put together from leftover parts.
