Well, since Cobra Island went smoke-free...
I would explain in his bio how he is a devoted and loyal employee who does not want to share the same fate as the previous Cobra accountant. He realized that if he was able to decrease the time he was spending physically outside on smoke breaks, he could spend that time inside crunching numbers. He developed a device that allowed him to enjoy his cigarettes without bothering all the other lackeys.
The unit on his chest holds several packs and continuously feeds his nicotine fix.
As for the no shoes, he has plush carpeting and loafers in his cubicle.
