The Adventure Team is trying to figure out how to work out prosthetic parts for the severely injured Mike Power, and given the time period -- hey, if you need a prominent scientist who's familiar with advanced, experimental technology...!
They don't use his NAME, of course, but there's no question about who it is. We even get a picture of the back of Race Bannon's head.
The story even has a nod to The Six Million Dollar Man, who inspired the original Mike Power figure in the first place...
