FSS 1’s Black-Out was pretty well received, with equal parts praise and complaint about it being a unique Cobra character who hasn’t been adapted to this sculpt style. The paint scheme was simple but there was a unique part, a JvC-era head modded to the 25th-style neck peg.

FSS 2’s Grand Slam was almost universally panned as too simple and not at all necessary.

Welcome to FSS 3. You’ve been put in charge of the mysterious 13th figure, given only two directives: it must remain a secret; it must lead to an increase in orders of FSS 4.

What character do you go with? What decisions do you make? Why?

Streethawk. Obscure, foreign, but well known enough. Silver and black always goes over well. Include the Ram cycle with it for a bonus that blows everyone away.

Seriously though, that Street Hawk idea would definitely make me think about the next FSS.
So far I have found the 13th figures to be boring and completely uninteresting to me.

Raptor's idea would change that. In a big way.

This may draw some groans, but I would go with a Cobra La Royal Guard. Not because I personally want one, but because I know its part of one of the last major nostalgic Joe arcs the Club hasn't really explored.

I think it would be relatively easy to whip up a new head and recolor existing armored parts to acheive the effect. And it would be a convennient way to measure interest in future Cobra La offerings (either for FSS 4 or a future Con set).

Long Range from the Sigma 6 cartoon. They've done old school, new sculpt and Extreme. I think it would be neat to embrace all parts of Joe history and they've never made a figure of him. Or maybe even Sgt. Savage himself to include that line. I think either would be cool and unexpected, but my pick would go to Long Range.

Mine would be because it is fun and interesting figure that isn't necessary to complete anyone's collection.

I almost feel like the ROC Crimson Neo-Viper could have been a Royal Guard with a different head sculpt. Obviously it wouldn't have quite the organic detail of the original, but I'm not sure how else we'd get anything closer to the original Royal Guard without significant new tooling that the Club likely couldn't afford.

As for the 13th figure, what would actually qualify as must-have at this point? Billy? A modern homage to 1985 Frostbite? Shooter? I like the Street Hawk idea, though I'm still not really sure I would consider that to be a strong enough offering to make people want to get FSS 4 just for the extra figure.

Actually this one is a great idea. They'd need either a new torso or jacket/vest though. And a new head/hat. But the rest is pretty easy to come up with. SDCC Destro arms/legs and whatever they can come up with for the torso.

I can't imagine them being able to do this with existing Joe tooling. If they had to dip into the Marvel tooling to make this kind of character, would people accept that?

Dress Blues Gung-Ho just seems like he would be a big enough draw, to get people to sign up for the FSS, that you wouldn't really want to hide him as a mystery figure.

I don't think any of the mystery figures have been anything, so far, that would've really bumped up the amout of people who signed up, each year.
Gung-Ho could probably generate a bump in sign ups.
