Here’s my broad theory about Cobra’s Ninja Force members Slice and Dice. Nothing too creative or controversial here:

When Snake Eyes was created, there were hints of a ninja connection, but nothing pronounced. Not until Storm Shadow came out. Here you had the yin and yang, the soldier with ninja training in black and the ninja with soldier training in white, at once allies and rivals. I speculate Hasbro didn’t plan on having Storm Shadow morally ambiguous, and may not have even had a connection to Snake Eyes planed before Larry Hama got his hands on the character, but regardless, history remembers Snake Eyes and Storm Shadow being connected for a long time.

Then Storm Shadow turns good in the comics. He gets a GI Joe-affiliated figure. Now GI Joe has this ninja duo (with Jinx kicking around). Cobra is left with none, so when Ninja Force comes around, instead of just creating a GI Joe team of ninjas, or equal parts joes and Cobras, Hasbro releases a Cobra ninja duo, Slice and Dice, usually pit against Snake Eyes and Storm Shadow while the other Joe ninjas take on Vipers, Night Creepers, and red ninjas.

But wait…
Is there more to it than that? Do Slice and Dice have more in common with Snake Eyes and Storm Shadow than just ninjaness?

Consider…
Slice is a former red ninja, the renegades of the Arashikage ninja clan. Dice is a former Night Creeper, the technology-based ninjas. In other words, like Storm Shadow and Snake Eyes, one is a traditional ninja, and one mixes modern and traditional disciplines.

Dice’s name may just be the result of kitschy word associate with Slice. Or, it may be a reference to rolling dice. Hey, what’s it called when you roll double ones on a pair of dice?

Slice and Dice appeared often on the Dic GI Joe series, but only Dice spoke. Likewise, the Dic series is the only animated appearance of Storm Shadow as a hero, and he rarely or never appeared in episodes without his silent partner Snake Eyes.

Ouuuuuuuuuh...
So... are we talking evil clones here?
Did Dr. Venom take a sample of Snake Eye's DNA while he had him strapped to the Brainwave Scanner?
Did he left that sample lying around in his lab for Mindbender to find?
Mindbender did take Stormy's DNA during the Serpentor adventures...

Slice and Dice as Snake-eyes and Storm Shadow clones... that's just crazy enough for me to like it.

This is where you won me over. I don't think it was intentional, but I'm beginning to like this theory.

Seconded. Their continual failure against their originals is a combination of both being over-eager to prove themselves better while not having the life experience to actually be better and some degradation of the cloned DNA.

I think this is a marvellous idea.

I would like to add that Slash should be a failed attempt to combine Snake Eyes and Storm Shadow's DNA.

I really dig you theory and it kinda goes along with my Joeverse.

Slice is a Red Ninja, Dice is a Night Creeper. They only connected when they both infiltrated Cobra for their respective clans. When Cobra went underground Slice and Dice both went their separate ways and revealed that they were not Cobra loyalists and that they were actually enemies of one another. Now they are on opposite sides and have some epic battles when they face off.

This is a neat theory, however I've never heard the following information

Obviously nothing in official canon to prove it -- but I like it.

Building on the clone theory, what if Slice and Dice are not renegades of their respective clans but were kidnapped from their clans by Cobra and subjected to the brainwave scanner. After making them complacent members of Cobra, Dice was input with Snake Eyes's brain wave scan and Slice with Storm Shadow's. However, because both Snake Eyes and Storm Shadow had done their ninja-skills best to resist the scanners, the scans are incomplete or conflicted, making Slice and Dice far from comparable substitutes (Dice in particular).
