How have we not started this list yet? I was going to say favorite and quickly realized I couldn't narrow it down.

I'm going to start but leave some spots open because I know someone will mention something I'm forgetting right now.

1) Retaliation Ultimate Roadblock - Hands down the best action figure. I thought the v54 was going to hold that spot forever but this figure's accessories, sculpting, paint (if you can find decent facial hair and tattoo), and articulation are all 10's. I've lost an hour here and there just fiddling with the Battle Kata stuff and breaking down the browning.

2) Cobra Combat Ninja with "battle luge" Firefly unmasked head. That ZombieGuide-Viper has become my go to scale checking figure. I keep him on my workbench and will change his pose whenever I get the chance to customize.

3) Kwinn, but not Kiwnn. I like the character a bunch, but that figure's body works too well for adventure team LBC's that I've been head swapping him every couple of weeks. I probably should mention that I got that particualr one for custom fodder but can't bring myself to chop him up.

4) Robert Downey Jr as Tony Stark head. Finally. Getting that head has been a lot of fun. So much fun that I basically copied drbindy's custom based around that head.

5) Mara Jade, I just love this figure. After liking the character and having her finally get a decent update is kind fo rewarding, I guess.

6) Professor X, again this one was all about the customs potential more so than the character or toy, which are very cool in their own right. A few head swaps later and I've done Clark Kent reporter to Hector Ramirez to the President Jack Ryan.

7) GIJCC NF Chuckles, glow in the dark Hawaiian shirt for the win.

8)
9)
10)

1. Ultimate Cobra Commander - absolutely perfect in every way.
2. Eaglehawk - 99% perfect update and improvement, needed bottom windows.
3. Baroness w/ Ravage - I heard rumors of this figure for several years, never thought it would happen.
4. Slave I (Amazon Exclusive) - A big, full featured update to battle my 2008 Millennium Falcon.
5. Marvel Universe Rogue - The final figure I wanted to complete my MU X-Men collection.
6. Transformers Classics Springer - It's G1 perfection.
7. Transformers Metroplex - Bigger than Fortress Maximus.
8. Hot Toys Retaliation Snake Eyes - The best 1:6 scale figure I've ever seen. Perfection with a price to match.
9. Black Series 6" Boba Fett - I refused to start a new collection around Star Wars. Boba Fett is almost perfect but I prefer the more tan and red ROTJ look.
10. GIJCC Freestyle - reminds me of the Shooter character created by Larry Hama, for the Devil's Due G.I. Joe Declassified series.

Honestly, one of the best years for toys that I can remember in the past decade or so.

First, apologies if any of these choices bleed back into 2012. Second, I focused on in-scale items and those based around the core of my hobby. Otherwise, I do agree with Redclaw's Boba Fett (and Han Solo for that point) as being arguably at the top of the list from a toy-only perspective.

1. Prof. X. Not only for all the reasons pluv rattled off, but also because with just a few mods, that head becomes pretty versatile.

2. Avengers Assemble Iron Man (the articulated version). I've written about this one before. It takes some mods to put him on par with other versions, artic.-wise. But feels most like Stark in a suit of armor than any prior incarnation.

3. I'll echo the Tony Stark figure currently for sale (though I think I might have first got a cast copy of it prior to 2013, I can't recall?). If I had not already made a custom I was happy with, I'd be all over the current production version.

4. MU Elektra - It's not a character I'm that into, but for customizing, especially for someone who enjoys making female customs - it's a great fodder figure, wonky proportions and all.

5. Avengers Assemble Black Widow. If you prefer your figs straight out of the box, this could well be a definitive comic styled BW. For me, the accessories and the limbs (mostly) make for solid custom parts, just as the movie version did. But the head is the real prize here. I used one for a Vicky Vale, but have seen it as Cover Girl and others. Lots of potential.

6. Not-Kwinn. I have to agree again. Great figure, just not as Kwinn. I'm using these up all over the place, for my AT themed settings. And I'm also starting to parts swap, to give some versions pants, or to put the shorts onto a Sgt. Stone and have a different colored shirt, etc... Just a fun figure all around. Just Not as Kwinn.

7. I don't disagree with pluv's Roadblock selection. It is a great figure. And I'm using the one I got for a custom. It's lower on my list mainly because I have been torn on how to use it. I ended up directing it towards a RnR custom. It just didn't feel like Roadblock to me, so I didn't use it as the base for that...and though the authentic Rock tat is sweet, I don't really have a place for the Rock as the Rock... I'm still perplexed. But I dig the figure.

8. DG Shipwreck - again I can't say for sure if he counts as 2013 or not. And I only have the blue sweater version. But it's great. An awesome starting point for a civilian or naval character, either one. I am keeping one as SW though, which is a rarity for me. I assume I'd find plenty of uses for the green version also, but haven't snagged one of those yet. The fact this was available at DG pricing was just gravy.

9. Dark Ninja - the closest I've come to army building a non-custom. I'm not even a ninja guy. but ever since Hypno posted his Joe Colton vs. the Black Dragons one-shot, I had to have some. It was like being punched in the face by the nostalgia of every Sunday morning action feature I ever saw as a kid.

10. Cobra Red Trooper (Ret. 3-pack). I don't want to army build him. I just have too many uses for those cool basic parts, molded in red. I have 2 but could stand a dozen more. HINT HINT

Honorable Metion: Firefly from the same Ret. 3-pack. This is what a classic update should look like and feel like. If I was more of a collector, it would be higher on my list. As is, he stands (along with a couple others from the list) as one of the few unmodified figures in my stash. And honestly, he's 10 times the toy that figures like Elektra are. But my customizing bend forces me to rank accordingly ;)

EDIT: As I read through it again, I think Elektra would probably get bumped down to honorable mention status if I started over. And, I also agree with RC's Cobra Commander selection. I bought one to customize, but he's just too pretty as an iconic version of the character to chop up. Yet, since I'm not a huge CC fan, he'd not make my personal list.

Cobra Commander might still break my top 10 by sheer awesomeness of that figure but I'm holding him out for right now.

In no particular order:

The new CoD MBs have to rank, imho.

I'm not sure if any of the Kiwami Tamashii figs I've gotten were actually produced this year or if they're leftover stock, but they're exquisite enough to count for two years running.

And yeah, CC, SE, and SS. SS is the best superhero buck yet, bar none.

Hmm. Don't know if I have a top ten, I'm just really into Joe and Powerteam Elite so here are my favs in no particular order

1. 3 Pack Firefly. The only thing that would make him perfect would be his classic backpack.
2. Dark Ninja. Its just a nice simple Ninja, but such an improvement over the 25th version. Honorable mention to Red Ninjas
3. Eaglehawk. A great update to a classic. Although I agree, bottom windows would've been better.
4. "Ultimate" Storm Shadow. A great update to the original, and a great way for those who couldn't find (or in my case, won't open)the Renegades Storm Shadow to at least get the weapons load-out.
5. PTE ChiCom amphibian. Its a great little truck
6. Captian America Goliath tank. After I saw an awesome custom on the site that won't be named (is that still going on by the way?) I really saw the potential of it as a Shock Trooper Transport/Support vehicle. If I ever see one on clearance I'll snap it up for an IG custom too.
7. Jinx. A great figure with a huge weapon load out.
8. Ultimate Roadblock
9. Ultimate Snake Eyes V2. A great update to the original, and improvement on the 25th, but again the lack of proper backpack robs this figure of perfection.
10. I guess its a toss-up between Ultimate Duke (alternate head) and Combat Ninja Cyclops head.

Yea, if not for his "LASER BLAST" ass ankles.

I basically only buy GI Joe stuff and maybe a transformer, so I'm limited in scope, I'll do a top 5. And I guess this will be for me and what I bought as some may have been out prior to 2013.

1)Eaglehawk-the homage to the original design paired with the headsets and the modern Lift Ticket just made me warm and fuzzy
2)3-pack Firefly, he is an example of how a "50 Years of Heroes" Joecon Box set could have been amazing.
3)DG Green Shipwreck, customizing gold
4) War for Cybertron Grimlock, a nice version of a childhood favorite
5)Ultimate Cobra Commander, I fell in love all over again

Honorable mention to SDCC Jetfire, if the booster pack was more accurate it would have been number one, but also would have been confiscated by Harmony Gold.

No particular order, and off the top of my head:
1. Ultimate Cobra Commander: took a design I had next to no interest in and made it one of the best figures of the modern era of Joe toys (aside from the aforementioned terrible ankles, which I've replaced on all of mine). I didn't even want the one CC that came in my case of Wave 4 figures, but I ended up buying about ten of them.
2. Kwinn: as drbindy said, it's another of the best molds of the modern era...but I couldn't care less who it was intended to be. I've been using the hell out of this figure for customizing purposes.
3. Cobra Invasion Trooper: this red fellow really appealed to me for some reason. I love that mold, and the color scheme on this version works perfectly. I've been trying to accumulate a bunch of them for a project I'm working on, but I keep having other ideas that call for the figure. A great, generic piece of custom fodder.
4. Data-Viper: sure, he's totally unwieldy when geared up, but of all the figures made in the modern era, this is the one that most closely captures the experimental spirit of the ARAH era. It's an interesting design coupled with a solid concept rooted in real-world military technology, but with an appropriate amount of artistic license taken. It seems to be a love-it-or-hate-it figure, but I love it.
5. Retaliation 3-Pack Firefly: this one's not without its flaws, but a few simple modifications make it into something really special. It's a great, versatile sculpt, and while I'm not someone who clamors for updates of classic designs, sometimes a classic is a classic for a reason. The design still works today, which speaks well of the original, and the new version does a great job of capturing what ruled about its predecessor.
6. Star Wars Imperial Scanning Crew sets: I didn't even know these had been released until I stumbled onto them in a K-Mart recently. The figures are nice enough, especially the Stormtrooper with his cool new blaster, but the scanning equipment itself is what really stands out. It's a simple piece, but it has a surprising amount of detail and a few removable elements that make it much more interesting than I would have expected.
7. Masterpiece Soundwave: I'm not really sure what prompted me to buy the figure. I have zero interest in Transformers, but I liked the Soundwave figure as a kid (probably because he was one of about three Transformers that could actually bend his damn knees and elbows) and thought it would be fun to own this guy and his assortment of well-articulated cassettes. It was an expensive impulse buy, but I saw one in a Toys R Us and thought it would be a good thing to play around with at work. It's more of a curiosity than a treasured possession, but it's an extremely elaborate toy, and the amount of engineering that went into it is really impressive.
8. MU Professor X: everybody else already covered this one. A figure wearing a suit, available (in theory, at least) at retail; it's a shame it took 30-some years of 3 3/4" figures for it to happen, but it was beautiful to walk into a Target a few months back and find the good Professor hanging on a peg. It hasn't happened since then, but it was great nonetheless.
9. Power Lords Elite Soldier: this one is like an NBA draft pick circa 2002: it's based on potential, not production. I like this figure just fine, but the promise of getting more of the figures in the line is what really matters. I love the original toys, I love the look (and scale) of the new ones, and I'll be looking forward to their release. And if and when they get around to Raygoth, one of my favorite toy designs ever, I'll be very happy.
10. Retaliation Ninja Combat Cruiser: another one that gets more points for what it can be than what it is. It's a weirdly-colored repaint of a nice vehicle, but it's that sweet hind end that everybody's really interested in. I used the two I found for a couple of vehicle customs that I'm very, very happy with (one of which I'll try to post soon), and they wouldn't have been nearly as successful without the roof/back sections from the Retaliation version.

Honorable Mention: Ultimate Duke. One of the most useful custom-fodder figures ever made...if his arms and ankles didn't suck so much. They're fixable problems, and ones that I'm more than willing to deal with given how great the rest of the figure is, but this would have been the undisputed #1 otherwise, and instead of writing this, I'd be out hunting for more of them.

I've been a big fan of DV too. It seems like an anime/sci-fi character that really fits in the Joeverse.
