I saw these today at a Burlington store, as well as a Marshalls. These are 3-3/4" - 4" scale vehicles and figures, that have the official emblems of the US Army, US Navy Seals, and the US Coast Guard on them. They're produced by a company called "Excite".

The figures are, unfortunately, pretty much garbage from the look of them, but the vehicles are decent, and the price isn't bad.

Although the attack boat that the Navy set features looks suspiciously like the Cobra Piranha, done in black.

You are right about the figures. The vehicles and other parts are ok.

It looks like Excite got a hold of more of the old Chap Mei/Soldier Force molds.
