Repaints of figure molds and accessories has been a staple of the brand since 82. Both Snake Eyes and Steeler came with an uzi. Stalker and later Duke both came with the same rifle. By the end the Battle Corps figures came with weapons trees filled with weapons we'd seen before.
I think there is enough of a library of weapons at this point that they can re-use whatever parts make sense for that character.
Yeah, weapons don't really bug me, it's the web gear and vest stuff that identifies the character like Kick Start having the Viper vest w/the Cobra Emblem still on the belt or the Night Fighting Duke having the same vest as Airborne & Air Raid.

Except for Scarlett, each of the Original O13 used parts from each other in some way, shape, or form, and only two of the males had unique heads.
Actually if you count the Cobras there were 4 original heads remember the Officer had the V ridge on the front of his helmet.

Reusing body parts and accessories never bothered me much, except when the part doesn't fit quite right, like web gear that restricts movement or thick upper legs with skinny narrow legs or something like that, but really that doesn't happen too often.
I only really get bothered by it with the head sculpts, I know it'd be a bit of a pain and maybe add a bit to the figure's cost, but I think each character should get their own head sculpt. I don't know if Hasbro was trying to show tribute or uphold tradition, or just being cheap, but the three of the O13 from the 25th line used the same head. I remember someone here even pointed out that Grand Slam has never had his own unique head sculpt.
Yes, the head sculpt bit bothers me also. Whose head did the the JvC/Spy Troop/VvV Grandslam share?
