We're toy collectors who also like video games, so for us it's natural to want the characters we like in toy form. Just look at all the awesome custom figures that are shown on the site each day.
What about video game fans and kids who are really into games? Would they really care about getting toys of their favorite game characters. Would they want to reenact their adventures through toys or wouldn't they rather simply pop the game on or wait for a new sequel?
10-15 years ago I could see action figures based on video games having been a big hit with the mid 20 and up crowd of gamers who might have wanted to have a few select characters on their desk at work. But I don't think figures like that will ever be a big hit with kids who want their imagination spoon fed to them in the latest sequel to a popular video game.
If companies are looking for licensed characters to make action figures of they would probably be better off going with anime/manga characters as those medias are less interactive and popular with a broad market. Although keeping the cost vs quality balance just right so they are desired but not too expensive to be purchased in great quantities is important as well.
