That's definitely the 8" Sigma 6 Storm Shadow head on the red and white figures. The Snake-eyes looking head is a mystery though.

The RoC Rapid Rollers had heads that were roughly S6 scale. Maybe it's based off one of those?

Doubtful, Rapid Rollers Snake-Eyes had lips.

It's funny, it looks like they copied the torso of 25th Anniversary Storm Shadow and added the arms and legs of those generic wrestling figures you see everywhere, and topped them off with S6 Stormy's head and whatever SE's head is.

The Snake Eyes head looks kind of like one of the 12" versions, but I'm not sure.
