I would say the vest VvV gung Ho came with is almost dead on, sans the mini-pistol in the holster.

The PTE vest that Marauder John also has looks close too.

Or wait for the new movie. The pictures The Rock is posting looks like the G.I.Joe team is basically wearing that.

If you're looking for an incorporated belt, then the Barrel Roll v3 may be a good one:

You would need to paint/dye it black.

as a vest only, I agree with 25th Beachhead - though something about the way it sits on the figure bugs me. If you just wanted to create this look without an actual removeable vest, I think Slayer has a torso that looks like this.

The original BBi: Elite Forces figures featured that tactical vest extensively. 3 out of the 5 figs in the Army assortment used that vest with that color scheme. The only problem is the vest is molded on the fig and is not removeable. The figs still pop-up on eBay regularly, so that might be something you can look into.

I grabbed a steel brigade and a 30th viper I like both vest, they fit nice and tight. I just need to add a pouch here or there. So if anybody has some to spare. . . .

If you're doing ARAH, I'd go with Repeater.
