Honestly the PIT Commandos with their kevlar helmet look just like the AN troopers. Just paint them the lighter blue color and slap some black "AN" stencils on them.

The Crimson Vipers and the Elite Vipers could easily pass for the Shadaloo Troopers.

Cover Girl could be modded to be Cammy.

Guile, T. Hawk, Captain Sawada, and other AN troops could be done from using the RoC camo pattern.

Many other characters could be done using 25th/RoC parts.

I notice the armored vehicle Guile rides in on looks like that World Peacekeeper one from the other thread and now I need to find at least three to customize (two for the Oktober Guard, and one AN).

I was horribly wrong.

This is why I called RoC "Street Fighter II" for a long time before it came out.
