This is almost a non question, as the Blockbuster takes this hands down.
Manta-Ray - While not a bad vehicle, the Inflatable part did have some play value, as it floats, but had the disadvantage of looking awkward. The Sharc 9000 was just too bad azz a release to follow with this.
Razor-Blade - another Not-so-bad vehicle that had the curse of looking awkward. also, just like the Manta-Ray, the lack of non firing weapons diminished the play value a bit.
however, the sky hook part gave you hours of fun "rescuing" Joe's!
Power Fighter HORRIBLE "vehicle". They were pretty much glorified armed Thrones! these could have had tons of value, if there was an actual cockpit or at least a canopy that came down similar to Exosquad E-Frames (probably why they didn't do it, copyright infringement)
Blockbuster - now THIS is a toy! Although I wondered why an arctic vehicle would be so heavy (probably a tundra Howitzer) the Blockbuster is a great vehicle. the Pop-pop guns are a great action feature, plus the fact that it has several weapons (I love the built in Fender Gatling guns), and holds up to 6 arctic soldiers! (more if you use the foot pegs)
I use mine as the command and control vehicle for the Joes old weather forces.
