I'm not sure that pic's a legit comparison since I think all the 25A figs are generally too tall. They'd be fine if the sculptors didn't extend the abdomen and forget to take the added knee piece into account when sculpting the leg proportions.
I don't disagree with this at all, but it's still a relevant way of asking it for me, since my collection is based off of the 25A line more so than any others. While they are likely not perfect in a true scale sense, I'm kind of forced to determine whether the height of a figure works, relative to this.
If I remember your stance correctly, you typically like the various height options since it mirrors random real person height variations. I agree 100%. I have a very diverse range of heights for my figures, and will sometimes seek out the shorter (as compared to 25A) SW figs for this very purpose. Otherwise I do consider the height so that I know if the figure will be used in its entirety, or whether I will mod it's size more to my existing scale.
The part I would find very frustrating, which Trekker touched on, is if I were collecting based around the Star Wars figs more so than the Joes. The variations in styles, heights, and articulation within the same line even, would kill me. I just bought the Cade Skywalker pack and the (bad with names, sorry) red armored imperial knights pack. The knights are 25A Joe height, and I will use those bodies without mods. But Cade looks like a 12 year old next to them. I allow for the possibility of being shorter, but not that much, and not within the same line. So I'll have to modify that figure extensively to use him in my verse. The info everyone gave here helps me a ton. Thanks Narceron, Trekker for asking, etc...
