I just saw them for $6.84 at Target yesterday.

I went to 3 targets today, 2 had singles for $7.99 the other one had them for $6.84

Just to play Devil's Advocate here, what is he stealing? He bought a GI Joe figure from Target, then he returned a GI Joe figure to Target. Same figure line, same pricing.

Yes, I do understand it is not the exact same figure he purchased there, and I understand the theory of your argument. I'm just being trying to find out what he technically stole, in your opinion?

Technically, then, it is figure swapping.

It's just not as apparent.

While I can easily see people justifying this as

1) a result of high prices at one store vs another

2) nothing is being opened and swapped out, ie-altered for gain

3) the store in question does take the figures back no questions asked

It is still a case of someone circumventing the situation. It might not be illegal, but it might not be right either.

And until Target or other stores have prices near or at the level of other stores, it is probably gonna keep happening.
