They very well might. We've not seen everything yet.
Hasbro may yet reveal single-carded versions of these drivers with standard articulation, but I'm not optimistic. There are supposedly only 14-16 items left to reveal, with Joe Colton, Firefly, Flint, and probably a large vehicle being good bets for slots, and hopefully Lady Jaye and a movie-accurate Jinx as well. At the very least, I'd be shocked to see single-carded versions of the Swamp-Viper, HISS operator, or Clutch, which is sad because I would really like nice versions of the first two (Clutch looks fairly bland IMO).
While the longtime Joe collector in me is not happy to see the under-articulated and pre-posed driver figures, I agree with J_Man and Jay that I can live with the decision if there are regular versions available of the designs (not just the characters themselves, as the Ghost HAWK II Duke is different than the regular Duke). The static Marvel drivers are acceptable because I can buy a regular version of each. As I mentioned with Clutch, if the designs were bland or fairly generic, that would probably be acceptable too since I wouldn't really want those designs in single-card form and could just leave them in the vehicle.
Here's hoping for a pleasant surprise in that regard this weekend at Toy Fair, but again, I'm not optimistic thanks to all the cost-cutting measures we've already seen (not just here but with the 30th Anniversary figures too).
