It looks like it's a shot of the figures from the same point in the life cycle as the packaged figures.
Note: General Hawk is no longer a POC Hawk with a water-slide star decal on his shoulder. He now has the lighter boots/slight color variations we're seeing in the packaged sample and the paint sample on eBay.
It's entirely possible that Hasbro intends to cut the paint apps on Leatherneck and the retail figure won't look like the packaged production sample that's in the Toys R Us images, but I'm guessing they won't and that the figure on eBay is just a sample.
I also doubt the Viper is going to have sloppy paint on its legs or be missing the grenade paint application.
The Baroness face is probably not going to look as good as the 25th 5 pack version. But I doubt most of the Lady Jaye figures are going to have bad eyes like this one.
Over the last few years, once the figures get to packaged samples, the deco doesn't change much. Once we got packaged sample press images for Wave 3.5, for example, the combat ninja had the retail deco (not the prototype deco), Snake Eyes had the Retaliation head (

) and Roadblock's deco matched the retail look (not the prototype). Once the figures hit retail, they looked like the packaged promo shots.
