25th Steeler is pretty bad in my opinion - looks pin headed and derpy.
The worst I remember from my childhood collection was RAH Wild Bill. Melon head
I think Pilot Scarlett is still the best female Joe head they've done. The Helix head ain't bad. With a little sanding, I've used the 25th Duke head, for a female custom.
The less said about the heads based on actresses from Rise of Cobra, the better. Scarlet looks like Anna Torv, with a nose job.
