Marines use "boot bands." They are elastic straps(?) the you wrap around the top of the boot, then tuck the cuff of the trousers (only women and sailors wear pants) up under them. It serves the same purpose at tucking them in to the boots, but I found it more comfortable to use the boot bands, not to mention that is the Marine uniform standard. I attended an Army based military school and we had to tuck the cuffs into the top of our boots. I got a pair of boot bands and bloused them Marine style, went almost the entire year without anyone noticing, but when they did, lots of push ups were done.
It's also more practical for Marines aboard ship. Should you need to abandon ship or find yourself in the water unintentionally, The trousers can be removed easier since they're not tucked in. Why do you need to remove your trousers? Take the built in boot straps, tie off the cuff of the trouser legs, then tie the legs together towards their ends and place the loop formed by the legs over your head. Now with the fly buttoned up, hold the waist open and put it in the water, trapping an air pocket inside. If need be, cup your hand and force more air into the trousers and as long as you keep them wet, they will work as a temporary life vest. It sounds wild, but it works, it was part of Marine survival swim training. That was back in the days of the woodland style uniforms made of the rip-stop material, I'm not sure how it works with the newer MARPAT uniforms. This is the also the reason sailors wear the bell bottom dungarees.
