I tend to suspect that if we ever see 40K action figures, they'll be unpainted "snap kits" in the style of Hot Toys' small-size USCM and Aliens figures, be made in in-house by Games Workshop in Britain (or wherever GW products are made) and cost a small fortune before factoring in the cost of the official GW paint.
