I think for what it is, the ROCC is pretty well designed (although thoses modular interiors would have rocked). Control center? Check. Communication and reconnissance ability? Check. Some defense capability? Check. Mobile? Check. Even if it isn't realistic with the drone and blast etc., the toy line has never gone heavy into reality.

In my Joeverse the team is supposed to be a secretive anti-terrorist group that wouldn't be traveling in equipment that was obviously military. After watching some goofy show about people building a truck to go into a tornado with another 'command' truck watching the storm with a portable doppler radar, I decided that the government had built several mobile weather monitoring and research stations in the form of the ROCC. One happened to be secretly outfitted as a military command post for use by the Joe team. If one drives buy, John Smith and Jane Doe say "there goes one of those weather trucks we saw on the Discovery Channel'. That makes the hidden missle launcher make more sense and its distinctive looks not give it away as a military unit. After all, it doesn't look like a normal truck that is going to deliver housewares to Target. The other weather trucks would be working research stations, so that seeing one wouldn't be unheard of. That way the Joe team can 'hide in plain sight' as was mentioned earlier.
