Question about Bbi LAV

Does the original LAV (the one that came in the blue colored box) come with a driver and the pintle-mounted M240?

If so, where are they located in the box?

The newer version in the USMC box has the driver placed in the turret.

It does indeed come with both the driver and the weapon. I believe both were stored under the false bottom yellow/orange insert thingy.
