Yesterday I picked up the Target exclusive small vehicle with figure, Cobra Eel with WAVE CRUSHER.

I am assuming that this little sea sled has seen a previous release, but I don't recall it. I suspect it probably came out during the newsculpt era when I wasn't paying as much attention.

Can anyone tell me when it first came out, under what name, and with whom?
