I just picked up a really nice cobra trooper 83. Bad news is it has ink all over the face and colored around the logo. Anything I can do about this?

If it's only sharpie, rubbing alcohol works - It takes time and patience, but pour the alcohol on a paper towel and gently rub the figure. It should take off the marker but not damage the figure.
