To be fair there isn't enough of the person showing to determine with any accuracy that the character was both male and caucasian. Maybe male because there appears to be a beard on the character, but that might also be Spark's knuckle hair or whoever was pointing in that picture.
I can't even guess at race. He could be middle eastern. He could be Japanese, Chinese, Korean, etc. Maybe Spanish.
We only have a snippet of a picture and knowledge of who it was supposed to be a nod towards. Its very difficult to say one way or the other based on that picture alone what the character is officially supposed to be. The only visual depiction of the character that clearly defines the what the character looks like is the Declassified story.
Valid points, but it could also be said that if it was specifically stated that the character was based on Jim Shooter, as a nod to the EIC, then it kind of "fills in" a lot of the blanks left by the obscured picture, by knowing their intentions for the character.
It does appear that the person on the screen has the same flesh tone as Sparks and the pictures of the other caucasian members on the screen (as you can see his right eye and surrounding skin). While you are correct, that the coloring alone can't really rule out certain other nationalities, I would say it is pretty clear that (this specific) Shooter was not African-American.
I will say this,
An MSN image search for "gi joe declassified shooter" sure brought up some odd images, including an Elvis DVD, and a Johnny Quest picture
