Maybe not 1:18 scale. It probably just looks "normal" because new sculpt Spy Troops bodies are larger

I searched auctions and wrestling sites and couldn't find a size listed for any TNA Jarrett figs

nope, toybiz/marvel never made 1:18th TNA stuff. Probably a shrunken head.

Those figures were smaller. Something closer to 2 inches or something like that.
