It sounds like manufacturers, importers and retailers were provided some notice that their new items needed to be compliant as of either September or November of 2008, and that all items on shelves needed to be compliant by February 10.

Oh, I had heard that it wouldn’t be products on shelves but products manufactured after February 10th. I got this tidbit from another forum though, so I could be wrong. Either way, I agree that it’s probably not a big deal.

Nashville news had a story on this law tonight. After they went thru the story and all of the imagined horror stories this may create, they announced an "update". Apparently the law is not going to apply to thrift shops, garage sales, eBay resellers, etc., etc. Just something for the retailers (Wal-Mart, Target, etc.)

It would be pretty unenforceable in any case if it did apply elsewhere.

The way I've read it is that every item sold at retail as of Feb 10 must be in compliance. But they've had awhile now to get a head start on manufacturing per the new guidelines. Stock in store that is not compliant would seemingly be subject to clearance before the new date, or could possibly be returned to the manufacturer to label it accordingly. I'm not 100% on that part. Well, not 100% on any of it, but you know what I mean.

You know, just making a WAG, maybe this law is part of the availability problem, as Hasbro worked toward compliance on this?

Snopes just did a write-up on this:

http://www.snopes.com/inboxer/pending/cpsia.asp

So, pretty much, it sounds like an honor system type thing as far as thrift stores and resellers are concerned...more of a "Please don't sell things that you know have lead in them" than a "Sell things with lead in them and jack-booted thugs will step on your face."
