An old friend of Hard Master that joined the Joes while Stormy was on it in order to secretly protect him. He stayed later because he found a new purpose in life.

Budo is pretty much an excellent infantry soldier. What makes him special and what got him on the Joe team is his silent weapons techniques. He could pick off an enemy soldier at 200 yds with an M4 from the passenger seat of a VAMP on the battlefield or he could sneak up on someone in the woods in the light of day to take them out. Sure his uniform is unorthodox, so is half the Joe roster's. But it stops a bullet better then what Flint, Duke, or Footloose are wearing.

200 yds/meters is not really that long of a distance for a point target :P

Flint, Duke and Footloose' uniforms were most likely designed for jungle warfare as we were just coming out of SEA at the time and in jungle warfare heavy body armor is not necessary, it would be better to be mobile and maintain noise discipline with out the bulk of an IBA and most likely that is why their figures uniforms are designed the way they are.
