Well the thing is the cartoon is 5 minutes long and based on the internet. Did the Resolute Duke have any mention of where too see it? Nope. Besides Resolute isn't even targeted for kids so I'm not sure kids are gonna flock to this set.
Well it depends. Hasbro did say they were trying to get it on Cartoon Network. Much like the Clone Wars has been aired. If they do, and I don't know what the progress is there, that'll bring the popularity.
Now if it does end up being online only, that'll be something that doesn't help. It'll take the movie then to push it. But then that'll have to do well with the kids to actually push the line and by then who knows if Hasbro will still have Resolute figures out. As scared as they are to have more than one line out at the same time of G.I.Joe these days, who knows. I'm still surprised that the Combat Heroes ever happened, but then that's getting as much support as the regular figures (in other words none in the media market).
