For me the colors, the oddly molded calves and the cumbersome nature of the accessories make this a blah figure.

If the parachute pack were just slightly streamlined or the helmet had two hoses instead of four, I'd be much happier.

The decision to flatten the backs of the calves to accomodate the flippers leaves me cold, especially when he doesn't have any other scuba gear squirreled away.

And the color choices just kind of tick me off. Purple is fine for a Techno-Viper and, while I suppose I could tolerate it on an elite commando troop like this, It would have to be offset by some more sensible Cobra infantry colors. Some blue...even some red would improve this guy lots over the bright orange and shoot-me yellow they gave him.
