I think this is mostly due to the type of plastic used. The Indy/SW thighs are much more rubbery than the Scars/Baroness thighs, and so need more build-up to prevent wobbliness.

You can see on these MicroSister figs that the hard plastic they use allows for a much neater silhouette at the knee:
