It's kind of an insult to have what the concept of this thing is and then what it's name is. I'd go as far as saying 'metaphor', but I think you get the idea.
To go along your thought about a driver, given that the whole design is supposed to look like urban junk, does that mean this was an early Spy Troops idea and any driver was gonna be in disguise as a homele...uhhhh, unfortunate, down-on-their-luck sidewalk denizen?
Fort America looks more like something Thrasher would put together. Maybe add some more junk to it, add some Dreadnok colors, make it more look like junk, and you could have a decent Dreadnok Junkyard Anti-Theft device (a modded CISW, like they have on US Navy ships to prevent missiles from reaching the ships).
