No more a variant than just about every pack from the vintage line. It's a mold number to denote which mold produced the gun. Thus, if one gun starts to show quality control problems, the engineers can use the number to track down exactly which mold has the issue.
I've seen lots of people trying to make something of this and it's nothing more than a production variance. I would wager that many other 25th accessories also have the same markings and would be subject to the same differences. If it means something to you, then keep one of each. But, historically, things like this are quickly forgotten and have little relevance once the figure has aged a bit.
